Every episode of Tokyo Magnitude 8.0 begins with a message saying that it is based on extensive research and verification on what will happen when a massive earthquake hits Tokyo. This series is not science fiction. There have been multiple documented predictions that a large earthquake of at least 7.0 will hit Tokyo, and it will likely happen within 15 years. It will be catastrophic. It's going to overtake your daily lives more than you think it will. It's going to be the biggest event of that year. A massive earthquake will hit Tokyo. It is not a question of if, it is a question of when.

Tokyo Magnitude 8.0 tells a fictional story, sure, but it is also in part an educational piece teaching what you should do in the event of a devastating earthquake.
